What is a Statement of Risks and Potential Effects or SoRPE?
As of 1 July 2024, a Statement of Risks and Potential Effects (SoRPE) has replaced Community Impact Statements for certain liquor licence applications lodged in NSW.
What type of liquor licence in NSW requires a SoRPE?
Similar to the older Community Impact Statements, a Statement of Risks and Potential Effects report is required for liquor licences that may potentially impact the local community.
A Statement of Risks and Potential Effects report is required for the following: new applications for a Hotel, Club, Small Bar, Packaged liquor online (bottle shop or online) and an on-premises (public entertainment venue – excluding theatre or cinema).
The report is also required for an Extended Trading Authorisation, certain authorisations and boundary changes on new and existing liquor licences.

Liquor and Gaming NSW provides a Statement of Risks and Potential Effects report template for applicants seeking certain liquor licences.
The information contained in this will give the Authority sufficient information to understand the potential impact the granting of the application may have on the local community.
The template serves as a guide and to ensure a successful outcome, the Statement of Risks and Potential Effects report should extend beyond the generic template provided. It should involve a comprehensive study and report of your proposed business, the local and broader community, and the benefits and impacts it will have on that community.
